District Legal Service Authority is constituted under Legal Services Authority Act 1987.The main objective is to provide free and competent legal service to the weaker sectionsof the society to ensure equal justice for all.The D.L.S.A hailakandi is headed by District & Sessions Judge as a chairman &Civil Judge Acts as a Secretary.
There are some functioning systems of D.L.S.A such as Lok-Adalat,Permanent Lok-Adalat,Awareness,Legal Aid District mediation etc.

Two public utility has been appointed by the Govt.for permanent Lok-Adalat. They are:-

1. Mr M.U.Barbhuuiya,M.Sc.
2. Mr D.K.Nath,M.Sc.

Mr.Kamal Uddin Laskar  is the L.D.Asstt. in the Office of the D.L.S.A and also is the Bench Asstt.Of Permanent Lok-Adalat, Hailakandi.There is one GradeIV staff allotted for all the works of D.L.S.A.

The District Forum ,Hailakandi has been constituted under Consumer  protection Act 1986.The District Forum is headed by the President who is the District & Sessions Judge Of the District.

There are two members in the  District Forum.One Member is Female and another member is male.This Forum has been functioning  W.E.F 30.04.1993. The Present President is Shri A.Bhattacharyya ,AJS , District & Sessions Judge Hailakandi.

   There are two Members alloted by the Govt. for Consumer Forum,they are:-

1)Smt.Nanda Chowdhury (Social Worker)

2) Dr. P.K Mazumder,
(Retd.Joint Director,Health Services,Hailakandi.)

The President Of this District Forum is performing as part-time duty in addition to his normal duty of District & Sessions Judge.
                There is a U.D Asstt.attached to deal with the works of the District Forum as part- time duty an addition to his normal duty as a bench Asstt.to the Court of the District & Sessions Judge,Hailakandi.There is no GradeIV staff allotted for the work of District Forum on Hononarium basis although the service of the court peon  of the District & Sessions Judge has been utilized.
                Since Inception:-

i)315 cases filed

ii) 255 cases disposed off.

And at present 60 cases pending for disposal.

Office Of the member,M.A.C.T,has been started functioning in Hailakandi district from 1992.It is headed by the member Shri A.Bhattacharyya who is the District & Sessions Judge Of the District.

There is two Permanent Staff in the Tribunal,i.e,one LDA cum Bench Asstt.& one GradeIV staff.

Sri A. K. Dey is the Bench Asstt. Of this Tribunal.

At present there is 438 M.A.C.T cases pending for disposal.
